Add test framework and `rss-2' unit tests.
* Makefile.am (SUBDIRS): Add `tests'.
* configure.ac: Produce `tests/Makefile'.
* src/guile/Makefile.am (EXTRA_DIST): Add SRFI-64 files.
* tests: New directory.
