doc: Document the `outline' reader.
* doc/user/Makefile.am (EXTRA_DIST): Add `src/outline.txt' and
`loute.skb'.
* doc/user/compiler.skb: Add ref to `outline-syntax'.
* doc/user/syntax.skb: Re-structure, add `outline-syntax' section.
* doc/user/user.skb: Use `(skribilo reader)' and `(ice-9 pretty-print)'.
