forge: Change ownership of parent directory of website directory.
* guix/forge/forge.scm (forge-activation): Change ownership of parent
directory of website directory, instead of changing the ownership of
the website directory itself.
* doc/forge.skb (Reference)[<forge-project>]: Document it.
