tissue: Invoke `tissue web' instead of `tissue run-web'.
tissue has made a breaking change renaming the run-web subcommand to
the web subcommand.
* guix/forge/tissue.scm (tissue-shepherd-service): Invoke `tissue web'
instead of `tissue run-web'.
